【摘要】:ThisInternationalStandardprovidesguidelinesbeyondtherequirementsgiveninISO9001inordertoconsiderboththeeffectivenessandefficiencyofaqualitymanagementsystem,andconsequentlythepotentialforimprovementoftheperformanceofanorganization.WhencomparedtoISO9001,theobjectivesofcustomersatisfactionandproductqualityareextendedtoincludethesatisfactionofinterestedpartiesandtheperformanceoftheorganization.ThisInternationalStandardisapplicabletotheprocessesoftheorganizationandconsequentlythequalitymanagementprinciplesonwhichitisbasedcanbedeployedthroughouttheorganization.ThefocusofthisInternationalStandardistheachievementofongoingimprovement,measuredthroughthesatisfactionofcustomersandotherinterestedparties.ThisInternationalStandardconsistsofguidanceandrecommendationsandisnotintendedforcertification,regulatoryorcontractualuse,norasaguidetotheimplementationofISO9001.ThisTechnicalReportprovidesassistanceonhowtheENISO9004:2000guidelinesmaybeappliedtohealthservices,withoutprescribingtheactivitiesthatneedtobedonebythehealthserviceprovider;thelattershoulduseitsownprofessionalknowledgeand/orfollowguidelinesandprotocolsestablishedbyrelevantprofessionalbodies.EventhoughENISO9004:2000promotesabetterunderstandingoftheENISO9001:2000requirements,itsscopegoesfurtherthanthat.Itisatechnicaldocumentformanagersandprocessownerstomonitorandimproveorganisationperformance,minimiserisks,reducecosts,satisfycustomersandimprovecompetitiveness.TofulfiltherequirementsofprocessesthathaveimpactonpatientsafetythisTechnicalReportprovidesanapproachforimprovementofriskmanagementintheorganisation.AnimportantvalueofENISO9004:2000isthatitcanbeusedforself-assessment(seeAnnexA)comparingtheperformanceoftheorganisationwiththe290individual“should”performanceimprovementguidelinestatementsofthestandard.Thesestatementscanbeusedtocreateachecklistforevaluators(seeA.3).UsingtheENISO9004:2000criteria,organisationscanassessthematurityoftheirqualitymanagementsystem(seeA.2)andidentifyopportunitiesforimprovement.ThisTechnicalReportensuresthatthosehealthsystemactivitiesthatarenecessaryforcontinuousimprovement,riskmanagementandreductionofvariationandorganisationalwastearecarriedoutconsistentlyandinacontrolledmanner.ThisTechnicalReportaddressesanyhealthsystemorhealthcareorganisationinvolvedintheprovisionofhealthservicestothepopulationincludingprevention,careandrehabilitation,regardlessofthetypeandsizeofthesystem/organisationandtheproductorserviceprovided.
